This character is called "teru-teru bouzu" (or just "teru-teru") and is very popular among Japanese children. It is supposed to bring sun and good weather. So, each time the Japanese schoolchildren have a trip or a sports festival, they make a teru-teru bouzo (very easy to make, just stuff some cotton inside a piece of white fabric and tie it with a string) and hang them from the window. The more teru-teru are, the more possibilities of good weather you'll have for tomorrow.
Of course you can paint a funny face on it, use coloured fabric and make it some accesories like a muffler or a hat...
And, if you want tomorrow to be rainy for some reason, the procedure is simple - just hang the teru-teru upside down!! (and, obviously, call it "rute-rute").
